Job Title: Sr. Coating Inspector, Quality
Location: Brownsville, Texas
Type of Role: Contract
SUMMARY OF THE ROLE
This position will serve as the Client interface with the EPC contractor to provide quality oversight during the execution of the construction, commissioning, startup, and operations for the Rio Grande LNG project.
RESPONSIBILITIES
- Functionally assigned to Brownsville, TX
- Ensure the EPC contractor and subcontractors deliver the project in accordance with the Company standards, specifications, and contractual requirements.
- Responsible for reviewing Contractor’s Quality work activities and assessing site inspection / surveillance resources and performance.
- Provide proactive quality and expertise in the areas of:
- Quality / Inspection Planning
- Quality / Inspection Execution
- Assessment of contractor capabilities conducted in the following areas:
- Key People (Quality / Depth / Availability)
- Organization / Ability to Leverage
- Tools / Procedures / Work Processes
- Forms / Reports
- Inter-discipline Coordination
- Experience with underground utility piping, process piping, civil, structural steel, Mechanical equipment, coatings, and insulation.
- Review of coating specifications for quality assurance and inspection requirements. Participate in site Workshops.
- Review and understand integrated project specifications and standards.
- Conduct assessments of Contractor personnel performance provide feedback to project management.
- Responsible for reviewing Inspection and Test Plans for the site.
- Monitor progress of work process and inspector's capability and upgrades performance of inspection personnel when necessary. Communicate and liaise with Client, inspector, engineering / technical support personnel to resolve quality related issues.
- Review contractor inspection / surveillance reports - provide feedback as necessary to assure compliance with specification requirements.
- Advise and inform the Site Quality Manager of Quality issues, status, and metrics.
- Promote Quality awareness throughout the project.
- Issue, process, and track project NCR’s and CAR’s written against the Contractor’s quality program or processes. Verify resolutions are implemented in accordance with approved dispositions.
- Monitor, investigate, identify, and resolve project quality issues.
- Review selected inspection assignment packages developed by the Contractor for content and completeness. (correct drawings, data sheets and specifications including addenda)
- Ensure contractors are performing quality reporting per the contract.
- Assess the Contractor’s performance in handling nonconforming items and corrective actions against its approved procedures.
- Review the Contractor’s process for ensuring that assigned inspectors utilize only approved drawings and data sheets for final acceptance.
- Follow-up on technical questions, problems, or non-conforming items identified by the Contractor and provide feedback to the Client Quality Manager.
- Assist with the nonconformance resolution process.
- Ensure efficient communication with the EPC company, operational and functional support team members.
- Provide thorough and efficient documentation review, comments, and follow-up in a timely manner.
- Witness contractor coating inspections and testing of material, equipment, construction and installation activities.
- Verify proper coating material in accordance with specifications.
- Monitor that the contractor is checking and recording the environmental conditions prior to and throughout coating operations.
- Verify the use of proper blast media and perform visual checks after blasting operations to verify substate meets the standards.
- Verify proper mixing and applicable ratios are followed. Witness application by approved methods.
- Monitor when the contractor performs wet and dry film thickness checks.
- Witness completed coating systems per ITPs.
- Verify storage of all coating material is in accordance with the manufacture's recommendations.
- Assist in the troubleshooting of coating operations, and coordination with production personnel to resolve issues to ensure a quality product.
- Prepare regular reports for the Site Quality Manager.
- Input to the project closeout report.
- Input to the project Lessons Learned database.
REQUIREMENTS
Minimum experience required for the position
- 10+ years of quality experience working on major oil & gas projects
- 5+ years experience working in client role on major projects.
- Experience in the construction of LNG liquefaction project is preferred.
- Working knowledge of NACE, SSPC, ASTM, ASME, API, ANSI and other industry standards is required.
- Must be proficient in common PC software (MS Word, MS Excel, etc.)
- Read, write, and speak fluent English with strong leadership and communication skills.
- Spanish (desirable, not required).
Required/preferred education:
- Associate degree, Technical or High School Diploma. Bachelor’s degree in engineering or relevant field highly preferred.
- Professional certifications (e.g., NACE, AWS CWI, or API).
