Education: BA/BS in economics, international economics, political science, international relations, strategic studies or a related field (MA/MS preferred with focus on geoeconomics, political economy, or studies examining strategic competition)

Outcomes:

The successful candidate is expected to accomplish the following outcomes during the first year in the position:

  • Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.

  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

  • Master position tasks within 60 days and exceed requirements within 90 days.

Responsibilities:

The Market Economics & Strategic Initiatives Analyst Journeyman supports the Secretary of the Air Force, Office of Competition (SAF/OC), Office of Commercial and Economic Analysis (OCEA)’s Strategic Initiatives Division with industrial economic analyses across multiple portfolios. This role requires strong research, writing, and briefing skills and a solid foundation in Economics with emphasis on geoeconomic analysis and strategic competition dynamics . The role requires a level of proficiency in multiple skill areas such as risk management, transactions, and portfolio management. The most common duties of the analyst entail conducting a substantial amount of historical industry research and political-economic trend analysis . Through gaining a clear window of insight into the way trends have risen and fallen in the past, analysts can conduct examinations and make assessments with well-founded confidence. In addition to conducting substantial research on the past behavior of trends, the Market Economics and Strategic Initiatives Analyst (Journeyman) also conducts comparative research on distinct industries geopolitical contexts to gain perspective to develop near and long-term market insights. Per PWS section 1.3.10.11, Consulting Support, specific responsibilities include but are not limited to:

  • Research macroeconomic and microeconomic conditions, along with company and market fundamentals, to collect and analyze vast stores of information with consideration of geopolitical factors, strategic competition dynamics and global economic interdependencies.

  • Conducts detailed policy and portfolio analysis and prepares associated assessments, including comparison of different industries, consideration of historic trends, and assessment of political-economic risks, economic statecraft implications, and evaluation of exposures that may impact the portfolio.

  • Tracks commercial market trends and their influence on defense investment and the health of the industrial base, strategic competition positioning, and global supply chain dynamics.

  • Analyze economic information from open sources including financial markets, trade data, investment flows, and commercial partnerships to identify strategic implications and competitive advantages.

  • Helps develop and scope the government team’s application requirements and communicate these needs to multiple vendors.

  • Proactively identifies impediments and appropriately resolves using network of peers and formal channels (including escalation if required).

  • Actively seeks and participates in a variety of learning opportunities such as Communities of Practice, conferences, classroom training and independent study to further develop self and community.

  • Introduces new and advanced practices to improve the team and their delivery.

  • Facilitates project planning, reviews, retrospectives, deliverables, and other activities as needed.

  • Conduct analysis of global economics, defense industry, and geopolitical data to inform Air Force strategic planning and competitive positioning.

  • Conduct open-source research on global market shifts, economic competition, and commercial impacts on defense priorities.

  • Develop strategic insights into commercial and economic trends relevant to Air Force innovation and national defense.

  • Assess economic dimensions of strategic competition including trade policies, economic statecraft, market access issues, currency dynamics, and economic coercion tactics affecting defense capabilities.

  • Prepare high-quality briefings, reports, and white papers for senior stakeholders.

  • Collaborate with counterparts across OCEA divisions to support joint strategic initiatives.

  • Contribute to the development of long-range planning and capability development efforts.

Qualifications:

The candidate must have the following qualifications:

  • Minimum of five (5) years of work-related experience with demonstrated analytical capabilities.

  • Of those 5 years, at least 4 years of work-related experience in support of a DoD component or related national security organization.

  • Experience writing in a professional capacity (crafting research notes and correspondence; presentation and/or development of industry reports).

  • Interest in and ability to leverage all available resources to create differentiated content for writing research reports (company-specific or industry) with consideration of strategic and competitive factors.

  • Solid understanding and expert knowledge of both project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment.

  • Ability to manage requirements, analysis, and assessment across multiple sub-portfolios.

  • Demonstrated analytical thinking and problem-solving skills with ability to synthesize complex information from multiple sources.

  • Exceptional customer service skills and an eagerness to excel and be part of a dynamic team, must maintain a great attitude, complemented by excellent interpersonal relationship skills.

  • Must have extensive PowerPoint experience.

The following qualifications are desired:

  • Five (5) years of experience in commercial sector economic analysis and research in at least one of the following industries: Space, Energy, Advanced Manufacturing and Robotics or Communications (5G, 6G, Network Security, Cloud, IoT, LPWAN, Edge Computing, etc.) or other technology sectors relevant to strategic competition

  • Knowledge of defense innovation, commercial technology trends, strategic deterrence issues and/or political economy.

  • Familiarity with economic policy analysis, trade issues, international business environments or foreign investment analytic processes.

  • Experience with geoeconomic analysis, international market research, or strategic competition dynamics.

  • Understanding of commercial market structures and competitive analysis methodologies.

Travel:

  • Minimal local travel may be required.
